Government says it will position the state as a hub of transformation and exceed the international benchmark in Human Capital Development HCD by the year 2030. The Deputy Governor, Chief Ikechukwu Emetu, stated this during the inauguration of the newly appointed members of the state Human Capital Development Concil in his office.
