During yesterday’s plenary session, I read before the Honourable House a formal communication, addressed to me, from His Excellency, the Executive Governor of Abia State, Dr. Alex C. Otti. The letter was conveyed through the Attorney General & Commissioner for Justice, Barr. Ikechukwu Uwanna, SAN.
The subject of this communication was a “Request For A Resolution Of The House To Authorize The Acquisition Of Star Paper Mill Ltd, Located in Aba and Owerrinta, and Afro Beverage Ltd, Located in Aba, By The Abia State Government.”

In the request, the Governor outlined the strategic importance of this acquisition and stressed the need for the House of Assembly to provide a resolution. Ndi Abia, the resolution is the essential legal and legislative backing required for the Government to finalize this transaction and commence the work of revitalizing these establishments.
Following my reading of the letter, I opened the floor for debate. I was profoundly encouraged by the insightful and positive contributions from my Distinguished Colleagues. The collective wisdom of the House was brought to bear on the content of the letter. After a robust and constructive deliberation, it was the unanimous resolve of the House to authorize the State Government to proceed with the acquisition of Star Paper Mill and Afro Beverage.
Let me be clear to every citizen of Abia about what this decision means for all of us. This is not merely the purchase of properties. It is a deliberate and strategic investment in the people of Abia. The revival of these industries is intended to serve as a catalyst for widespread economic benefits.
It means jobs. It means our sons and daughters will find direct employment within these mills and factories. It means countless more opportunities will be created for suppliers, transporters, and small business owners who will support these operations. It means more money in the pockets of our people, which will, in turn, energize our local markets and economies.
For our communities and towns, this means revitalization. The sight of these long-dormant factories coming back to life will restore pride and hope in our industrial heartlands of Aba and Owerrinta. It signals that the “Japan of Africa” is truly awakening to its potential.
For our state’s prosperity, this means revenue. The successful operation of these companies will significantly boost our Internally Generated Revenue. This provides government with the means to improve your roads, schools, hospitals, and security, without placing a heavier tax burden on our people.
For our economic future, this means diversification and security. We are building an economy that does not rely on a single source. We are creating strategic state assets that will serve and protect the interests of Abia for generations to come.
Umunne m Ndi Abia, as your speaker, I wish to offer my firm reassurance. This decision was taken with your best interests at the very core. The Abia State House of Assembly is fully committed to a partnership with the executive arm, under the leadership of Governor Alex Otti, to ensure the success of this venture.
We will not simply authorize and walk away. The House will exercise its constitutional duty of oversight with the utmost diligence. We will monitor the progress of this acquisition and its implementation to ensure transparency, efficiency, and that the promised benefits are delivered to you, the people.
This is a step towards the economic liberation we all desire. The House is proud to have played its part, and we remain committed in our collective mission to build a prosperous, modern, and industrious Abia State for all.
