Abuja, Nigeria — Nigeria has taken a decisive step toward redefining tourism as a core pillar of national development with the release of Nigeria’s Tourism Economy Unveiled: A Sector-Wide Mapping for Economic Transformation, a landmark report commissioned by the Federal Ministry of Art, Culture, Tourism and Creative Economy.
The report represents the most comprehensive national assessment ever undertaken of Nigeria’s tourism economy, providing a robust evidence base to guide policy reform, investment mobilisation, job creation, and international positioning under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu.


Commissioned under the leadership of the Honourable Minister of Art, Culture, Tourism and Creative Economy, Barrister Hannatu Musa Musawa, the mapping consolidates extensive research across all six geopolitical zones, capturing the structure, performance, and future potential of Nigeria’s tourism value chain.
“This work marks a turning point,” the Honourable Minister said. “Tourism is no longer peripheral to Nigeria’s economic planning. It is central to how we create inclusive prosperity, empower our people, and present Nigeria confidently on the global stage.”
Tourism as an Engine of Inclusive Growth
The mapping confirms tourism as one of Nigeria’s most resilient and people-driven economic sectors, sustained largely by domestic travel and community-based enterprise. By analysing accommodation, food and beverage services, entertainment and leisure, transport and travel services, and business tourism, the report establishes a clear national picture of where value is created, where jobs already exist, and where future growth can be unlocked.
Crucially, the report demonstrates that tourism has the capacity to generate substantial employment opportunities, particularly for youth and women, while strengthening small and medium-sized enterprises across urban and rural communities.
From Fragmentation to Strategic Coordination
Beyond economic contribution, the report confronts long-standing structural challenges that have constrained the sector’s performance. These include infrastructure gaps, uneven skills development, regulatory fragmentation, and limited access to finance for smaller operators.
Rather than treating these challenges in isolation, the mapping presents a coordinated national framework that aligns tourism development with broader economic planning, infrastructure delivery, skills development, and cultural diplomacy.

A Data-Driven Framework for Delivery
The report introduces a phased and evidence-led approach to sector development, emphasising stronger coordination between federal and state institutions, improved data systems, workforce development, and targeted investment mechanisms. It is designed not as a static publication, but as a living policy tool to guide implementation, track progress, and strengthen accountability.
According to the Honourable Minister, “This mapping gives government, investors, and communities a shared foundation. It replaces assumptions with evidence and ambition with strategy.”
Positioning Nigeria for Global Engagement
At a time when nations are competing for investment, talent, and cultural influence, the report positions Nigeria’s tourism economy as a platform for global engagement rooted in heritage, creativity, and enterprise. It reinforces tourism’s role in projecting Nigeria’s soft power while delivering tangible economic and social returns at home.
